How did the northwest territory get settled?

Part of the vast domain ceded by Great Britain to the United States in the Treaty of Paris (1783), the Northwest Territory encompassed the area west of Pennsylvania, east of the Mississippi River, and north of the Ohio River to the border with British Canada.

the punishment for breaking the law would depend on the conditions or the seriousness of the law being broken, if he or she breaks the law while doing some great discovery or invention then it would classify as a scientific fraud. there are other words to describe the crime but scientific fraud would be the harshest one.
