What process should be followed when a law must be made fairer or more up-to-date?

To change a law, to make it fairer or more up-to-date, it is needed to start by finding the right level of government to approach, that is to say,  finding what level of government is responsible for the law.  Since if it is a national law, then the help of a Senator or Congressman will be needed. In contrast, if it is a state law, then the state house representative or a state senator will be able to assist during in the process.

From the described above it could be inferred that in order to change a law, someone might be able to write a draft of the law by him/herself, or  might need the support of the state or national legislator. In addition, it would be also necessary to talk to the people or group that made or changed that particular law last time.  

Finally, it needs to be filed the new law petition with the signatures which support such petition. Then it will be put on the ballot. however, in most states, this process is not easy.
