This is true of places like the Balkans where the health of the people was the focus and refugee assistance was also available/possible. US intervention was not successful when they enter a conflict with a political or economic focus. The people of the area are often against our presence and are not accepting of US help. This is especially true in the case of civil war such as Vietnam.
