What inhibited fdr's willingness to the cause of minorities during the 1930's

One of the things that inhibited FDR's willingness to help the cause of minorities during the 1930s was that he needed Congressional backing for his New Deal ideas, and in order for this to happened he needed to show that his policies would benefit white americans.
