Explanation:  Natural rights are rights that exist and apply for everyone on the basis of natural law.  Natural rights are not given by the will of a man or group of people, they are rights that are acquired by birth and everyone has the right to life and freedom above all. Hence, natural rights are not granted just for certain citizens, nor does anyone have the right to restrict it to any citizen, even if it is a government, because then the natural rights of people are violated. According to the philosophy of the Enlightenment, natural rights must be guaranteed to everyone, because all people are equal, and the government must be in the service of citizens and protect the interests of citizens, first of all their natural rights.
