The Department of Housing and Urban Development was created in 1965 according to the plan of Great Society announced by President Lyndon B. Johnson. The Great Society Program was a combined development program which wanted to improve the life standard of Americans. There were many different policies were taken such as war on poverty, special medicare and medicaid,head start  and education reform and housing policy.

For ensuring accommodation for the citizens, Lyndon B. Johnson administration created Department of Housing and Urban Development act 1965. The main goal of this department was to provide the easier access to the loan mortgage for the housing. The plan also provided federal fund to the urban areas for housing.The program also dealt with  a controversial rent-subsidy program for vulnerable Americans who qualified for public housing.
