After the revolutionary war America emerged with war debts that they couldn't be easily paid. The US owe money to people for war stamps and it also owe military money which leads to Shays's rebellion.

The continental Congress was given the power to raise taxes to cover the Government's costs. In 1789, the U.S. Treasury Department was created to help the country borrow money and manage debt.
