County governments do not have a single individual that is completely in charge of government.

In a country like United States, the citizens encounter or contact more with their state and local governments rather than federal government. Institutions like police department, educations, schools, libraries are comes under the state and local government.

Each states has its own written constitution and these written documents describes them their responsibilities and duties more elaborately than their federal counter part.  

What is County Government?

In the United States the term County government can be defined as an administrative subdivision or Political subdivision of a state and that hold its power in some specific area or region. The powers of the county governments start from the state law and later vary widely.
