the ratification process started when the congress turned the constitution over to the state legislatures for consideration through specially elected state conventions of the people.

the punishment for breaking the law would depend on the conditions or the seriousness of the law being broken, if he or she breaks the law while doing some great discovery or invention then it would classify as a scientific fraud. there are other words to describe the crime but scientific fraud would be the harshest one.

john locke is most associated with the idea of consent of the governed which is the idea that the government is only valid if it has the consent of the people who are being governed.
