Describe a situation in which a government has a great deal of power but does not have politics authority

The government has the power to use armed forces such as the police or the military to combat a strike against the same government. But under the rule of law, it does not have the political authority to do so. We can see some countries in the world that do send armed forces against protesters and even kill some in the process. But that is only possible in countries where the court system is not working as intended.
