how does the constitution balance between small and large states with regards to
legislative power?
. a it does not; legislative power is based on population, and those states with largers populations
will have more legislative power.
o b congress must be unanimous in deciding on new laws, thus requiring all states to agree.
c the bicameral nature of congress provides for representation by state and by population.
d the presidential veto exists to check the power of large states over small ones.
