4. congress is notoriously slow at acting on most
legislation in each session. consider the first steps in making a law. which
step would you eliminate to speed up the process? why?

Usually for making the bill into law takes the following steps:

   INTRODUCTION AND REFERRAL TO COMMITTEE.    COMMITTEE HEARINGS AND REPORTS.      DEBATE AND VOTE ON THE HOUSE FLOOR.    SENATE ACTION.    RESOLVING DIFFERENCES.      CONSIDERATION BY THE PRESIDENT.  

If to remove a step in order to make the process i would choose to remove the resolving differences as already there has been a debate regarding the the bill and the voting has been done so what the motive of resolving differences it only increases the time in making other person from the house in their favor and this takes a lot of time.

In my honest opinion , i’d say franklin d roosevelt was a president that impacted our nation , i say this because fdr is voted among top three best us presidents and he was the longest serving president by 3 terms , usually presidents only supposed to have two terms increments of 4 years , equivalent to 8 years total before election time. and he established the fdic , through the 1933 banking act and he established the us , social security system , during his presidency, and established a national minimum wage , through the fair labor standards act , fdr led the allied coalition to victory in wwii and he played a major role in the creation of the united nations.
