Why does madison believe that different devices are needed to prevent the potential abuses of government?

James Madison was a strong supporter of the separation of powers.  He believed that a system of checks and balances would give to the head of each branch of power enough constitutional tools and motives to resist encroachment by the others. So, a president could resist encroachment from Congress, or the Supreme Court and Congress could resist pressures from the executive branch thanks to checks and balances established in the Constitution.
