Yes according to me responsibilities are more important for citizens to make their society or country more powerful as responsibility gives the sense of duty for being a good or responsible citizen which is actually needed for every country.

Rights can be defined as the power which makes you free not responsible. Rights can be counted as the power or strength which allows the citizens to do certain things which are legal but responsibilities are not comes under any right.
