The Emancipation Proclamation was declared by President Abraham Lincoln in the midst of the American Civil War. The Emancipation Proclamation declared that all slaves in the states that were in revolt against the union were declared free. Therefore, the issue which the Emancipation Proclamation addressed was the freeing of African Americans from slavery.
