Why is there often a conflict when it comes to civil liberties

When the constitution is understood in various ways, civil liberties often entail a clash between various freedoms. Since everybody has different views on civil liberties and the Constitutions are not straightforward on many issues and contribute to too much confrontation with one another to choose which option is the nearest in the Constitution.

Civil liberties shield us from the forces of state. They are embedded in the "Bill Of Rights" which restricts the federal government's capabilities. The government can not take away the rights outlined in the Bill of Rights, and it is unconstitutional to take any action that invades such rights. The Fourteenth Amendment, enacted in 1868, safeguards people from State infringements of constitutionally protected freedoms and liberties.
