Any adult citizen has the right to vote and the right to be elected. So, when an American citizen goes to the poll and casts his or her ballot, he or she is participating in a democratic exercise. When a citizen presents a candidacy for a public office, that´s another way of participating in democratic politics.

And a third way to participate in a democratic debate of ideas could be to write an opinion piece on a public topic and get it published by a website or a newspaper.
