The articles that were written within the Constitutional convention in 1787 reflected the need for a strong Federal government for the United States. Eventually, the solutions arising from the discussions and debates on the articles of the Convention constituted the present United States Constitution which came into force on March 4, 1789. The newly drafted Constitution gave legitimacy to the new state and it declared its sovereignty. The Constitution gave a new national identity to the citizens of the new state, calling them Americans. It also formulated the various rights and responsibilities of the new citizens, the powers of the newly-formed governmental organizations. The government was organized on the principles of a Confederation, for the purpose of maintaining regional autonomy. However, this proposition was overturned in the favor of a strong federal government in the Philadelphia Convention along with a division of powers between the three branches of governments with an elaboratesystem of checks and balances
The Confederal form of government proposed at the Philadelphia Convention provided for a division of powers between the federal and the state governments, treating the provinces independent of the control of the central government. However, it was overturned, as this form of government would be a threat to the sovereignty and integrity of the newly formed state. The regionality of these provinces would be preserved, however, some degree of control would be necessary over the regional governments so that the state could function as an entire unit. The federal government would be concerned with matters of national importance such as finance, defense, external affairs, diplomacy, etc while the regional governments would be legislating on issues such as communication, irrigation, education, welfare, etc. It was also proposed that the federal government would be divided into three branches, on the basis of powers vested with them. They would be known as the legislative, the executive and the judiciary. The three branches would be imposing checks on the authority of the other so that there would not be any arbitrary legislation and the rights of all citizens would be protected equally.
