What this quote basically means is that Marco Polo is trying to tell people things over and over again but they never actually listen to what he is trying to say. They are too sure that thier opinion( the words they are expecting) is right to actually listen and think about Marco Polo's words. Then he says that the voice doesn't command the story; the ear does. This means that someone could talk and talk but it doesn't matter unless someone listens. Basically, someone's words are useless against people who will not listen and only can influence someone if they will listen.
