First civil rights are different than civil liberties. Civil liberties are the basic rights to freedom such as the freedom of religion, the freedom of speech, etc. Civil rights are highlighted in the 14th Amendment. They protect the values of racial equality and individual rights.

As for why civil rights are important, without civil rights certain people would not be allowed to vote either because of their race or because their right to vote was taken away. The purpose of a democracy is a government for the people voted by ALL the people. It is not a democracy if certain people are not allowed to take part in voting. Civil rights protect the discrimination against voting and voting is the basics of a democracy.
