After reading through the article “Alabama Unjust Constitution,” why do some people consider the constitution as having a “shameful start”?

Some people considered the "Alabama 1901 Constitution" as having a shameful start because it was discriminatory and only concentrated the power among few special interests. This kind of constitution favored the rich people and caused heavier burden among those in poverty. It also hindered the African Americans and the poor Whites to voice out during elections.

in this way, the phrase  “where they burn books, they will also ultimately burn people.” is both literal and figurative.
