That is hard to tell but the federal government did have a role to play.

If the federal government had outlawed that the segregation would remain then there would have been less impact of the movement.

However, this is something hard to say and as ultimately the movement is responsible for even bringing the desegregation in to the picture it is the one that should be credited for it and not the government.

The government had its chance of doing it before the movement but had never done it own its own.
