It was a statement of principles initiated by the United States in 1899 and 1900. It called for protection of equal privileges for all countries trading with China and for the support of Chinese territorial and administrative integrity. This happened right after the Opium Wars.  

he believed that congress would be better not dealing with "lobbyists", or people who seek to influence (a politician or public official) on an issue, since historically, they had problems with these kinds of people. he thought lobbying produces benefits, but should be carefully monitored.

some people are just against it im not sure but i think everyone deserves to be treated equally i think people have a problem with it because its different and not like everything else i hope this !
