What were the consequences of the nuclear arms race and the space race (Sputnik) in the United States and the USSR? In your opinion who is to blame for the Cuban Missile Crisis (USA, USSR, or Cuba)? Why?

The consequences would have been a nuclear war, ending badly for both sides. In my opinion, USSR is to be blamed.
