After the war, Mexico had a lot of debt. It owed tens of millions of dollars to foreign lenders.

Mexico didn't have enough money to pay its debts. So newly elected President Juárez decided to delay paying foreign debts for two years. The move caused an immediate backlash from Spain, France and Great Britain. They had lent Mexico money and now they wanted it back.

Troops from these three European countries began arriving in Veracruz in late 1861. Spain and Great Britain almost immediately withdrew, but about 6,000 French troops pushed inland toward the capital. They were backed by Mexico’s defeated conservative leaders.

The United States might have intervened, too, had it not been fighting its own Civil War.
