How did the Kerner Commission describe the state of American race relations at the time?

In 1967, Lyndon B. Johnson appointed "National Advisory Commission on Civil Disorders". This commission, chaired by Otto Kerner, decided that the race riots were due to the formation of two different American cultures: inner-city Blacks and suburban Whites.
