When the bill has been read and is what considering to become a law; the bill is moved to the Upper Chamber for further hearing. Members of the upper chambers are representatives from several local governments combined. Here a like 3 Local government within a State Government can project one representative. Most government have what will call a 3-tier balance of power where each one can bring the other to book so no arm expresses authoritarian powers. These powers are the Legislature, the Executive and Judiciary. The Executive are incarge of leadership. The Judiciary represents the courts of the nation with a Chief Justice of the Federation where disputes between aggressive parties of individuals or groups in a nation are resolved. The Executive Includes President and his carbinent or in some countries the Monarch or Prime minister.
