In my opinion, the Texas government would create these laws to ensure the support to the government and prevent any internal act of treason or disloyalty that could affect the United States' intelligence services and operations during the war.

Those were the years when the US limited freedom of speech to avoid any criticism or defiance that could break the loyalty of the citizens in such critical moments when loyalty and support were much needed.
