A series of revelations abut US Presidents hit America very hard(Kennedy, Johnson). Thirty-One of Nixon's advisors went to prison as a result of the investigation. It came at the same time as the withdrawal from Vietnam, which was seen by many as a defeat for the USA. Congress acted to reduce the powers of the President.  The President would have to consult congress before sending troops into action. The President could not use federal money for personal reasons. Congress set limits on contributions to Presidential campaign funds. Private citizens could access any file that the federal government held on them.
