African Americans became citizens with the passage of the 14th Amendment in 1868 and could vote with the passage of the 15th amendment in 1870. During Reconstruction African Americans voted and were elected to office. Why did the Civil Rights movement have to work hard to get the 24th amendment passed in 1964 and the Voting Rights Act passed in 1965? (Provide at least 3 problems and/or reasons that made these necessary.)
