President Truman was suddenly faced with a lot of decisions to make when President Roosevelt died. Among these problems were the African American soldiers clamoring for equal right within the US Army after world war II (which was followed up by the disbanding of the African American Army units and merging all army units together), to the enactment of the Truman's Doctrine to stop communist spread in war torn Europe, to the intervention of communist seizure of South Korea by communist Chinese backed North Korea.

These instructions can generally be regarded as a call to protect the basic human rights of people world over. Outside America, these instructions were strictly pursued by America, although they came to be seen as trying to play world police, but, within America, these basic human rights were basically absent and minority groups still suffered oppression and were not granted full rights as citizens. The army units were integrated but segregation still persisted in everyday america even a little while longer after the civil rights movement of the 1960s.
