Proposing an Amendment: The Constitution calls for a two-thirds majority in Congress and the Senate, as well as in the House of Representatives or through constitutional conventions for which two thirds of national legislatures are necessary, to enact an amendment. (Hundreds of proposed amendments to the United States Constitution are introduced during each session of the United States Congress. From 1789 through January 3, 2017, approximately 11,699 measures have been proposed to amend the United States Constitution.)

Ratifying an Amendment: Amendments have been ratified after two-thirds of the House and Senate approve of the proposal and send it to the states for a vote. Then, three-fourths of the states must affirm the proposed Amendment. ( All 27 Amendments have been ratified after two-thirds of the House and Senate approve of the proposal and send it to the states for a vote.)
