Athens (city-state) was a vital part of Greek civilization because it introduced the idea of democracy. The city-state of Athens was able to introduce democracy in the Greek in 6th BC.  Direct democracy allowed all Athenians to vote on rules and laws. Only male citizens were allowed to vote. Democracy gave rights to the citizens to choose government by electing representatives.

The Romans Senate was a political institution where they controlled Rome's finances, made decrees which gave them power. They use bad arguments to block the government from getting anything done. So, the Senate is not a suitable successful system of government. The Senators have murdered Tiberius Gracchus in 133 and Julius Caesar in 44 BC.
