The 9th amendment means that the rights of the people are not limited to just the rights listed in the Constitution. Basically this means you have the right to privacy. Some examples are Marriage, and child rearing.

The 10th amendment is stating, "any power or right not specifically listed in the Constitution as belonging to the federal government belongs to individual states or the American people themselves" this means that any power not specifically given to the federal government by the Constitution belongs to the States and the people.  Some examples are Elections, and local government including schools, police, and fire departments.
