Should cities or states make their own immigration polices? Or should this only be up to federal government?

congress borrows money all the time this is a rpime factor to pay for things that the americans need for example they give money ot the banks they give money to the milltary they borrow money so they can give it back to the people who need it such as the buisnessses and the army
