A. The Children's Bureau. At first proposed by Lillian Ward, the founder of the Henry Street Settlement (a non-profit social service agency), who communicated the idea to Florence Kelly, another advocate in preservation of children; they both took the proposal to the government, being supported by the then-president Theodore Roosevelt. It was only by the end of his government (after difficulties with the congress and slow build-up in agreement to the idea of the bill) that the creation of the Bureau gained real traction with its bill being passed, with endorsement of President Taft, in January 1912. The law itself was created later, in April 9 of the same year.
