Why do the outer planets have more gas then the inner

Hold gases like hydrogen and helium , which are present in the solar system in a large amount. So the outer planetsremained huge, having higher gravity and mostly gaseous. But the innerplanets became smaller, relatively having less gravitational force and remained rocky.

Do you have more info about it ? i doubt this is the answer because i don't have all the information but if trouble was brewing in a clinic maybe it was an argument as to which clinic was better or smth of that nature

Ithink it is c. the government would try to limit the influence of outside cultures.
