Because he won the majority of the popular votes and a plurality of the Electoral College. With a failure of the Electoral College, the top three candidates get thrown into the House of Representatives. This left Henry Clay out since he had finished fourth in the overall vote. Clay cut a deal with John Quincy Adams where Clay supported Adams for President and Clay became Secretary of State. When Jackson did not get elected President but Adams did this became known as the “Corrupt Bargain” of 1824. None of this is particularly corrupt but the way the system works. This fed Jackson’s populist base as an example of the elite corruptly using power. His defeat in 1824 led to his victory in 1828 and the corresponding Age of Jackson of 1829–1837.
