in the 1800s police used to be appointed directly from the political party running the county/city (which might be extremely unfair sometimes since the mayor could have someone arrested for a little thing and not arrested if it was a buddy of the party). Now they are appointed through the government. Women in the great depression and WW2 were able to step into "man" jobs since all of the men were off to war. This pushed women to get a taste of what it's like in male dominate jobs which many many of these jobs increase in women.
