WASHINGTON, June 19—When the roll was called on civil rights closure at 11:02 A.M. Wednesday, June 10, 27 Republicans joined 44 Democrats to answer “aye.”

The Senate Republican leader, Everett McKinley Dirksen of Illinois, came through with two more votes than he needed. So did the bill's Democratic floor manager, Hubert H. Humphrey of Minnesota. Together, they gathered 71 votes, four more than needed to halt the historic filibuster.

The Democrats recognize Mr. Dirksen's as the harder task and their praise for him was unreserved. They called him “a statesman,” a man of light and leading,” a veritable Vandenberg. “He saved the bill,” they said.

History may show he saved his party as well. Senator Hugh Scott of Pennsylvania has testified that the hitherto irresolute Gov. William W. Scranton was brought to the sticking point by Senator Barry Gold‐water's vote against closure. Senator Dirksen has thus strengthened the hand of the progressives and moderates in his party.
