Explanation: Sugar is an important commodity in the world agricultural market with a annual average production of 120.1 million tons, consumption of 118.1 million tons, and a world trade equal to 28 percent of production for the period from 1994 through 1996 (USDA, 1997). Sugar is produced under a broad range of climatic conditions in some 120 countries and is one of the most heavily traded agricultural commodities. Like the international trade of other major agricultural commodities, sugar trade has several distinguished characteristics that include heavy government intervention, large price fluctuation, widespread production in many parts of the world, and a growing market for sugar substitutes. These features make the world sugar market a vital target for policy analysis, although they also pose considerable modelling difficulties.

Sugar is produced from sugarcane and sugarbeet. Sugarcane is mostly grown in tropical and sub-tropical regions and sugarbeet predominantly grown in temperate regions.

During the colonization of the New World (South and North America) Sugar processing became widely popular when vast amount of sugar cane were found (mainly in Central and South America) This led to a boom of sugar making with no initial workers cost, due to them being Black Slaves or prisoners. Colonies such as Cuba or Brazil were in heavy sugar processing. They named Sugar, "White Gold" and speaking of Gold; Mercantilism was a economic theory for countries like Spain, Britain, France, etc. The ideas behind Mercantilism were the hoarding of Gold and the mass exportation of products made. It promoted the use of tariffs, Imperialism and the increasing of wealth. Sugar fits in the Mercantilist theory as it was one of the main products to be heavily exported in overseas trade. This allowed countries to economically grow due to sugar. Which also increased the trade of sugar throughout Europe and its colonies.
