The largest functional difference between the late republic and the early imperial government was essentially that the republic was unable to control the vast empire while the imperial system could. Rome became the most powerful state in the world by the first century BCE through a combination of military power, political flexibility, economic expansion, and more than a bit of good luck. Rome also was able to gain its empire in large part by extending some form of citizenship to many of the people it conquered. As Rome expanded its influence over more and more areas, its political institutions proved both resilient and adaptable, allowing it to incorporate diverse populations which dominated Europe.
