Why are independent regulatory commissions considered quasi-legislative?
1. they are part of the legislative branch
2. the rules and regulations they make have the force of law

Is the answer 3, They are independent of the executive branch but not the legislative branch? Quasi-legislative means is has some legislative characteristics, which would make me think it would not be independent from it. 

Can you please tell me if this is correct so I can research more deeply if I'm incorrect?
