The checks and balance system was the result of too much debating and discussion between the delegates that attended the Constitutional Convention held at the city of Philadelphia, Pennsylvania in the summer of 1787.

There, the two sides, Federalists such as Alexander Hamilton and James Madison, and Antifederalists like Thomas Jefferson agreed to establish a federal government that included a division of power under the system of checks and balances.
