Napoleon was an intelligent man ever since he was a kid.

He's military tactics were remarkably good and an example of the would be his battle against Austria he made the enemy think he was a coward and uses the geography against them after the fight the people built the Arch of Victory in order to honor it. France been through a lot of things and they were glad Napoleon arrived because he's able to stable stuff over a matter of time. The population were so happy that they agreed to make him emperor. He was a ruler but unlike the other his reign isn't the divine right of kings. He also preserves the ideals of the revolution. The other neighboring kingdom won't stop on invading France because they see him as a threat it might encourage there people to rise and overthrow the throne. Napoleon was tired from defending France and decided to just invade other kingdom and spread nationalism.

there were more weaknesses than strengths under the articles of confederation. the lack of power given to the continental congress strangled the federal government. the articles gave congress the power to pass laws but no power to enforce those laws. if a state did not support a federal law, that state could simply ignore it. congress had no power to levy taxes or regulate trade. without a federal court system or executive leader, there would be no way to enforce these laws, either. amending the articles of confederation would also require a unanimous decision, which would be extremely difficult.
