In what ways did the South change during reconstruction?

The south refused to believe they lost war. They set up black codes that attempted to keep freedmen as close to slavery as possible. However, soon African American were able to partake in government positions, some becoming representatives and senators.

the national congress's powers over the states were specific and definite: it had the sole power to negotiate treaties, declare war, and make peace. all powers not granted to congress were reserved for state governments. congress had no power to levy taxes, for example.
