What was the strategy behind the development of the Hunley submarine? It was developed as payback for the blockade on the South, and used to lead a
surprise attack on port cities in the North.
It was used to secretly deliver soldiers from the South into Northern territory by
way of the Mississippi River.
It was developed with the goal of breaking through the Union blockade
surrounding the port cities of South Carolina.

battle due to lack of success in testing.
