It was influenced by the Virginia Declaration of Rights. The bill of rights managed to find a common solution for  the federalists and the anti-federalists. It served the federalist demand of a strong  national government and also the Anti Federalist demand of giving more power to the state and local government. It has served both the purposes of strong center along with giving power to the states.
