are used to help decide when individual rights interfere with other important rights and interests,
including the rights of other
individuals. Sometimes citizens may not use their freedoms as much as
they might like because doing so would hurt the common good. Federal and state laws, and U. S.
Supreme Court decisions, have all limited First Amendment freedoms in order to protect the public
interest.
