These 5 elements should be present in their paragraph:

2.What science was used (or ignored) by leaders in making this particular decision,
3.Did they make a good decision or not? What evidence is there to support your claim?
4.Hurricane Katrina killed around 1800 people and cost over $120 billion in damage. What
improvement would you recommend so that next time there would be fewer deaths and less property damage? (In other words, what lessons can be learned from this experience?)
